How is UK cigarette duty calculated?
UK cigarette duty has two components: (1) a specific duty per 1,000 cigarettes (around £366.67 from February 2025), and (2) an ad valorem duty of 16.5% of the retail price. There is also a Minimum Excise Tax (MET) that sets a floor on total duty per 1,000 cigarettes, preventing very cheap cigarettes avoiding duty.
What is the Minimum Excise Tax (MET) for cigarettes?
The MET is approximately £429.01 per 1,000 cigarettes (2025). If the combined specific duty and ad valorem duty falls below the MET, the MET applies instead. This prevents manufacturers from pricing cigarettes very cheaply to minimise the ad valorem component.
How is hand-rolling tobacco taxed?
Hand-rolling tobacco (HRT) attracts a specific duty per kilogram — around £405.88/kg from February 2025. This is significantly higher than cigarette duty on a per-gram-of-tobacco basis, reflecting efforts to close the price gap between manufactured cigarettes and roll-your-own tobacco.
What about heated tobacco products?
Heated tobacco products (HTPs — e.g., IQOS) are taxed at a separate specific rate (around £324.90/kg from February 2025). This rate is lower than HRT and cigarettes. The government has been aligning HTP duty more closely with cigarette duty following WHO guidance.
Is there a dedicated vape/e-cigarette duty?
Yes — the government announced a new Vaping Products Duty from October 2026, initially at £2.20 per 10ml of liquid (for standard nicotine content e-liquids). This was not in place for 2025 but will apply from October 2026, alongside the existing tobacco duty.
How often are tobacco duty rates increased?
Tobacco duty is typically increased by 2% above RPI inflation each year for cigarettes, and by 3% above RPI for HRT. The 'tobacco duty escalator' has been the standard policy since 2011. Rates are adjusted at each Budget or Spring Statement.
