How much does an asbestos survey cost in the UK?
An asbestos survey cost in the UK is typically £250 to £500 for a management survey on an average home, £400 to £900 for an intrusive refurbishment survey, and £800 to £3,000 for commercial or industrial premises. Laboratory analysis is charged separately at roughly £45 per sample. The three types of survey – and which one you need
- Management survey. Non-intrusive. It locates asbestos-containing materials that could be disturbed during normal occupation and records their condition. This is the survey a landlord, employer or duty holder needs for day-to-day use of a building.
- Refurbishment survey. Intrusive. The surveyor opens up walls, ceilings and floors in the areas due to be worked on. Required by law before any construction, refurbishment or renovation work – a management survey is not sufficient.
- Demolition survey. Fully intrusive across the whole building. The most expensive, because nothing is left unchecked before the structure comes down.
Choosing the wrong survey is the most common and most expensive mistake. If a builder starts work on a management survey and hits asbestos insulating board, the site stops, the area is sealed and a licensed contractor is called – costing far more than the refurbishment survey would have.
When the law requires a survey
Under the Control of Asbestos Regulations 2012, Regulation 4 places a duty to manage asbestos on whoever is responsible for maintenance and repair of non-domestic premises – shops, offices, salons, workshops, warehouses, and the common parts of blocks of flats. That duty means you must take reasonable steps to find asbestos, record it in an asbestos register, assess the risk and keep the information up to date. It applies to any building constructed or refurbished before 2000, when asbestos was finally banned outright in the UK.
For a private home the duty to manage does not apply, so a survey is voluntary – but a refurbishment survey is still strongly advised before you take down an Artex ceiling, remove a garage roof or convert a loft in a pre-2000 property.
What drives the price
- Intrusiveness. A demolition survey costs roughly 2.5× a management survey on the same building, because it takes far longer and causes damage that must be made good.
- Floor area. Surveyors price on time. A large commercial unit can be 2–3× the cost of a three-bedroom house.
- Samples. Each suspected material is bagged and sent for laboratory analysis at about £45. A typical home yields three to six samples; an old industrial building can yield thirty.
- Region. London adds roughly 30%; Scotland, Wales and Northern Ireland are marginally cheaper.
- UKAS accreditation. Do not choose on price alone. An accredited surveyor's report is the one that stands up with the HSE, your insurer and any future buyer.
Worked example
An owner is converting the loft of a 1970s three-bedroom house in the Midlands. Because building work is involved, a refurbishment survey is required, not a management survey. The base rate is £450, the three-bedroom adjustment is 1.00 and the regional adjustment is 1.00, giving £450 of surveyor time. The surveyor takes four samples (Artex ceiling, floor tiles, boiler flue, soffit) at £45 each, adding £180. The total is £630, with most quotes falling between £536 and £788.
What happens if asbestos is found
Finding asbestos is not an emergency and rarely means the building is unusable. Material that is in good condition, sealed and unlikely to be disturbed is normally best left in place and managed – recorded on the register, labelled and re-inspected. Removal is only necessary where the material is damaged, friable, or in the way of planned work. Encapsulating an Artex ceiling costs £300–£800; removing asbestos cement garage roof sheets is £500–£1,500; and licensed removal of asbestos insulating board or pipe lagging runs to £2,000–£6,000 because it requires an HSE-licensed contractor, an enclosure and air clearance testing.
