What is Adult Disability Payment (ADP)?
ADP is a Scottish Government benefit administered by Social Security Scotland that supports people with a disability or long-term health condition. It replaces PIP in Scotland for new applicants since March 2022.
Who is eligible for ADP?
People living in Scotland aged 16 to State Pension age who have a disability or long-term health condition that affects their daily living or mobility. You must usually have had the condition for 3 months and expect it to last at least 12 months.
What are the ADP weekly rates for 2025/26?
Daily living: £72.65 (standard) or £108.55 (enhanced). Mobility: £28.70 (standard) or £75.75 (enhanced). These are uprated annually.
How does ADP differ from PIP?
ADP uses a more holistic, person-centred approach. The assessment process is designed to be less stressful — with a right to have a supporter present, access to your assessment recording, and stronger review and appeal rights.
Does ADP affect other benefits?
No — ADP is generally disregarded as income for means-tested benefits like Universal Credit. It may increase your Universal Credit disability premium. ADP is tax-free.
Can I get ADP if I'm already on PIP?
If you were awarded PIP before the rollout of ADP in your area, you'll be transferred to ADP when your award is reviewed. You don't need to reapply.
What is the 'daily living' component for?
It covers difficulties with everyday activities such as preparing food, managing medication, washing, dressing, communicating, engaging socially, and managing finances.
What is the 'mobility' component for?
It covers difficulties with physical or psychological barriers to getting around — including walking, planning a route, following a route, and overcoming orientation difficulties.
How do I apply for ADP?
Apply through Social Security Scotland: online at mygov.scot/adp, by phone on 0800 182 2222, or request a paper form.
Is there a special rules route for terminal illness?
Yes — if you have a terminal illness (life expectancy under 12 months), you can apply under Special Rules and will receive the enhanced daily living component automatically without a face-to-face assessment.
How long is an ADP award?
Awards can be for a fixed period (e.g. 2–10 years) or ongoing. You'll have a review at the end of the award period — awards are not automatically stopped.
Can I challenge an ADP decision?
Yes — you can request a re-determination (within 42 days), then appeal to the First-tier Tribunal for Scotland if still unhappy. Citizens Advice can help.
